San Francisco police on Thursday released audio and video recordings of an encounter between police officers and a man in the Tenderloin neighborhood, saying the man approached officers with a knife in his hand before police shot and wounded him.

During a town hall Thursday afternoon, San Francisco Police Department Chief Bill Scott and members of the department’s command staff laid out the moments leading up to the shooting on Aug. 28. Before officers arrived at the scene, a 911 caller told dispatchers that Richard Everett, 54, was near the 300 block of Jones Street threatening people with a large knife.

“I got a guy with a knife out here threatening people. It’s a big knife, and somebody tried to pepper-spray him. He’s on the sidewalk, he’s got the knife out, and he’s threatening people walking by,” the caller said.

Mark Im, acting commander for SFPD’s risk management division, presented evidence that included audio from the 911 call, crime scene photos and body-worn camera footage from the officers who responded to the scene. Im said the Department of Emergency Management dispatched officers to the scene at approximately 10:22 p.m.

Video from the first officer responding to the scene showed the officer making contact with Everett, who police said was near the west sidewalk on the street. The video shows the officer telling people to move away from the scene while also commanding Everett to put the knife down several times, but Everett appears to refuse.

After several minutes of unsuccessful negotiations, additional footage showed Everett picking up a duffel bag and milk crate and beginning to move toward the officers, the knife in his right hand.

As Everett approached the perimeter officers had established, two of the officers shot at him with extended range impact weapons, or ERIWs, a less lethal weapon deployed when officers encounter suspects with a weapon that could cause serious injury and death. Following the deployment of the ERIWs, two other officers at the scene fired their handguns and struck Everett, who fell to the ground and laid on his stomach.

Im identified the officers who shot Everett as Gabriel Arteaga and Russell Lucha, both patrol officers assigned to Tenderloin Station.

Officers disarmed Everett and began providing aid. Medics with the San Francisco Fire Department arrived at the scene at 10:42 p.m., about two minutes after the shooting, and transported Everett to a local hospital, Im said. He remains in police custody.
