Kick-starting a water turbine - sort of..

an engineer explains how they sometimes 'kick-start' the turbine.... seems like a reasonably efficient way of producing some leccy without having to go Gi-normous (as in the 3 Gorges Dam etc).. might be a good idea to have lots of small machines like this running from a local watercourse produng the juice needed for that particular block or blocks ....but what do I know - I'm just acleaner..
