Escambia deputies stopped DUI manslaughter suspect 40 minutes before Pensacola crash killed two

Pensacola, FL - Body camera footage released by the Escambia County Sheriff’s Office shows deputies responding to a medical call for 60-year-old Wayne Dines.

This examination happened just 40 minutes before he was involved in a crash killing two people, according to the sheriff’s office.

At 4:50 p.m. on January 30th, the sheriff’s office is called to the intersection of Mobile Highway and Maxwell Street.

In the body camera footage, deputies are seen approaching Dines’ vehicle, a blue Jeep. One deputy said Dines had answered all the questions he was asked correctly and that he talked a bit funny.

Dines insists to deputies he’s had nothing to drink and that he’s capable of driving.

Approximately 40 minutes later, at 5:24 p.m., Pensacola police responded to a head-on collision on Scenic Highway near Rothschild Drive on Jan. 30.

One person died at the scene, the second died days later in the hospital, according to police. Dines was driving his blue Jeep when he crossed the center line and crashed head-on into an oncoming vehicle.

“The driver was transported to the hospital of the Jeep that was at fault in this incident and blood was drawn,” said Mike Wood, Pensacola Police Public Information Officer. “And a lot of people are wondering, ‘Why did it take us so long to arrest him?’ Well, he had to be medically treated, and we also had to wait for the blood results to come back.”

Police have confirmed Dines had no alcohol in his system. Lab results indicate he was, however, heavily medicated.

“It showed a large amount of pills or medication in his system, more than the law allows in the state of Florida,” said Wood.
