Body cam footage captures man attempting to flee deputy in far East El Paso

El Paso, TX - A man was arrested and charged with DWI and evading arrest after attempting to flee from a traffic stop on Wednesday night, July 23, in far East El Paso, according to the El Paso County Sheriff’s Office (EPCSO).
Rafael Borruel was arrested and charged with driving while intoxicated and evading arrest on foot. He was booked into the El Paso County Detention Facility on a total bond of $8,000, according to EPCSO.
Shortly after 9:30 p.m. on July 23, deputies conducted a traffic stop due to a defective front headlamp along the 12600 block of Montana Ave., the Sheriff’s Office said.
According to EPCSO, when the deputies approached the vehicle, they detected a “strong odor of an unknown alcoholic beverage” coming from inside.
The driver, later identified as Borruel, was asked to exit the vehicle for further investigation, the Sheriff’s Office said.
During a roadside interview, deputies noticed a “strong odor of alcohol” on Borruel’s breath and person, EPCSO said.
According to the Sheriff’s Office, when Borruel was asked to participate in a Standardized Field Test, he refused and became “uncooperative” before fleeing on foot.
A Texas Department of Public Safety Trooper was in the area and assisted in the foot pursuit, EPCSO said.
The foot pursuit spanned several hundred yards and Borruel was apprehended, EPCSO said.
