Dashcam, helicopter footage of teen driver accused in street takeover crash

Portland, OR - Authorities released a new video Wednesday in connection to the arrest of a 19-year-old they say was involved in an illegal street takeover in late November.

Police arrested 19-year-old Jeffery Hamilton Baker on Tuesday. They identified him as the suspect after reviewing video footage posted on social media of a vehicle doing donuts and striking a woman, according to a press release.

Officers responded to reports of an illegal street takeover around 11:30 p.m. on Nov. 27 near NE Cully Boulevard and Prescott Street when a caller reported that a woman was struck by one of the cars. By the time they arrived, the woman had left.

Police footage from the helicopter spotted Baker driving before crashing into and hurting another driver, then running away. Video from Baker’s own dashcam shows another view in which he appeared to evade an officer throwing down stop sticks before the crash.

Baker was taken to the hospital and charged with two counts of third-degree assault, four counts of failing to perform the duties of a driver, two counts of attempting to elude, DUII, reckless driving, 24 counts of reckless endangerment, interfering with a peace officer, hindering prosecution, unlawful street takeover, and third-degree escape.

On Thursday, officers added another two charges of third-degree assault and failure to perform the duties of a driver after receiving contact from the victim, who had suffered non-life-threatening injuries.
