Cedar Rapids police release video of woman arrested at DHS office

Cedar Rapids, IA - The Cedar Rapids Police Department Thursday afternoon shared security and bodycam footage from an arrest at the local Department of Homeland Security office earlier this month.
The video comes from an incident on July 7 where officers arrested a woman and a man. The department previously said the arrest was under an internal review for use of force.
Mari faces charges of interference with official acts and harassment of a public officer or employee. Scott Boylen faces a charge of interference with official acts.
Cedar Rapids Police (CRPD) said the department was dispatched to the ICE facility amidst reports that people were blocking cars from leaving and interfering with federal officials.
In the video, Mari is visible in a black and white dress, appearing to spit and flip off the cars at the gate. Other individuals walk closely to the cars with their phones in hand.
Later in the video, someone in a red shirt stands very close to the front of a truck leaving the facility and then jogs alongside as the truck drives away.
CRPD officer Nathan Adams is one of the first officers to respond around 11:30 a.m. The footage shows him speaking with Mari and others. Mari said she plans to stay as long as the immigration officials keep detaining people.
About an hour later, Sergeant Matt Martin arrives at the facility after CRPD says it has received updated information from Department of Homeland Security staff.
Scott Boylen then begins running to where the other entrance is located. The officer tells him to stop and advises him that he will be arrested if he continues to run.
An argument then ensues, and the officer brings Boylen to the street. Boylen does not tell Martin his name.
Martin tells the group to back up while he requests backup. Then, Martin says to put Mari in handcuffs as she asks why she is being arrested.
A struggle ensues, and Mari is taken to the ground to be handcuffed as an officer tells her not to resist. The police then make Boylen stand up to arrest him.
