The terrifying video, shot in the city of Langfang in Hebei Province on August 28, shows a car suddenly speeding into diners sitting around an outdoor table.
Four people were injured while a car and a three-wheel mobility scooter were damaged.
Police arrested the motorist and temporarily detained the car.
The motorist reportedly had no driving licence and was driving under the influence.
