DC Police release body camera video of Homeland Security shooting during traffic stop

Washington, DC - Newly released body camera footage shows the moment Homeland Security agents shot into a car during a traffic stop in Northeast D.C. last year.

The shooting happened along Benning Road NE on Oct. 17, 2025, around 8:45 p.m. On Monday, the Metropolitan Police Department released three videos on YouTube regarding the shooting, which they call a "Serious Use of Force."

According to MPD, officers pulled over a Dodge Durango for an illegal tint and a lack of a front license plate. The traffic stop happened while working with federal partners, including Homeland Security. At one point during the traffic stop, a Homeland Security agent shot multiple times, hitting the car and avoiding the driver. Afterward, the driver was charged with fleeing from a law enforcement officer in a motor vehicle and leaving after colliding. All charges were later dropped.

The newly released videos show the shooting from different perspectives. In one video, an officer appears to be standing near the moving Dodge Durango when the officer jumps back into a patrol car, and gunshots can be heard.

"Shots fired," multiple officers are heard saying.

The Dodge came to a stop as officers began yelling at the driver to get out of the car.

The driver, later identified as Phillip Brown, gets out of the car and lies down on the ground. Officers are seen dragging Brown away from his car.

"What did I just do?" Brown yells. "Your guy just shot at me."

Brown's vehicle has bullet holes on the driver-side door and the passenger-side seat. It is unclear how many shots were fired.
