Lowell, IL - Hicks saw a man crossing the street. In the video, Hicks stops the man at 7:06 p.m. March 10, 2025, near the intersection of North Bloomington Street and Robinson Avenue. The officer tries to speak with the man, but there is clearly a language barrier. The man tries to continue walking, but Hicks grabs him and eventually ends up physically taking the man to the ground when he attempts to walk away.

After other officers arrive and speak with the man and Hicks, the man is allowed to walk home.
